The primary objective of this work package is to identify essential characteristics that are required for development of an incident evolution tool with the aim to manage cascading effects.
Identification of such characteristics requires the development of a methodology that can be used for analysing previous incidents with regard to their originators, dependencies, and consequences. Development of this methodology is the secondary objective of this work package. The work package will include studies of effects of technology, physical properties and processes, and humans on cascading effects. In particular complex environments which lack adequate resilience to certain initiators will be prone to cascading effects.
